Most of the fast food restaurants require you to fill out their applications online and attach a resume, but isn't that only for people who have work experience?

Just include the number of years you have pleased your mom pops sis and brother and of course the family dog.
If applying for fast food job in China they will be pleased at the mention of family pets.

You're supposed to make up fake jobs and have your friends act as references

If you've been in school, include that in your resume obviously. If you have volunteered or worked part time or something like that include it too. If not, maybe any clubs that you are part of and do work for? Entry level fast food jobs by their nature attract the least impressive candidates so you aren't probably going to be competing with people with Bachelor's degrees and a work history. Also if/when you get called in to interview or work, be clean shaven and wear clothes that are clean and presentable. Turnover is high in these kinds of jobs so if you can appear like you have your shit together more than the average applicant they might favor your application.
Edit: if you have been caring for an ill family member or something like that you can mention it to explain any gaps if that's what you were doing.

Include in your resume the many years of Apple orchard maintenance work you did in Apple Valley.

Just make up past work at places that have closed down. Putting Becky down as a reference is also probably a good move.
