Why "bought a new car" and not "got a driver's license?". There are millions of Chinese women with cars, why does learning of one more change his behavior so dramatically? Can someone explain this joke to me please?
Edit: it was explained to me by someone else. Thanks for nothing @OP.

It could make sense if the joke takes place in a small town with one (or few) Chinese drivers so that the marginal risk of one more is pretty significant.

It makes fun of two stereotypes: people think Mexicans don’t have car insurance, and people think Chinese women are terrible drivers.
From experience, I can vouch for the latter.

I not only saw it, but rode my scooter among it.

The advantage of being a scooter rider in China is you can just mount the pavement and honk pedestrians out of the way.
