Apparently it's to address "battery issues that would cause them to turn off suddenly" which is something I never noticed over the past seven years of using Android devices with OS upgrades.
They're certainly not trying to get you to upgrade your iPhone, oh heavens no, they're just so concerned about you getting maximum battery life that they slow your phone down to a crawl with each new iOS update.

Windows machines slow down the older they get, but that's just a consequence of building an OS out of bloatware that runs on a system of ad hoc patches. People thought that Apple's iOS was suffering the same kind of problem after numerous upgrades and patches. It seems that Apple has admitted that it was at least partly intentional rather than just negligently inept.
