Oh, yeah? Well, I know a professional lottery player and I am sure I am correct. More people are buying cheap tickets. The more expensive ones give you a bigger chance of winning but they are still not bought as much as cheaper tickets. They'd be a much bigger rip off if your chances of winning weren't higher.

The chance of winning on a scratch ticket is determined when they are printed. sales rate does not change what is already printed on the ticket.
