In these cases (like the Weinstein, Louis CK, Cosby, etc type cases) there's a really asymmetrical distribution of power. I don't know how much power Weinstein's accusers had but I would be doubtful if it was 1/100th as much as Weinstein had. This makes the women fearful of pursuing their case. What if they pursue it and lose? I mean there's no real evidence either way. It happened years ago.
How can it be proved beyond a reasonable doubt that Bill Cosby served a Quaalude cocktail in 1976? Or that Louis CK whipped his cock out in Aspen in 2002? It can't be proven. There's no evidence. All you have is he (with millions of dollars and millions of fans) said and she (with no dollars and no fans) said.
So say she calls the police the night it happened. "Oh right Bill Cosby, Ed.D one of America's most loved educators and moral celebrities date raped you. Uh huh, sure yeah whatever." I'm not suggesting this exact thing would have happened in the '70s/'80s but I could see how one of Cosby's victims would think this. Ditto for CK and Weinstein. "He pulled his dick out? That's just his new comedy joke it's like an Andy Kaufman thing don't you have a sense of humor?"
The Louis CK thing was an "open secret" in the industry for years (that is, the exact opposite of a secret). When Jon Stewart was asked about the accusations he laughed it off. I mean who would have thought a man whose entire career is joking about pulling his dick out in front of women enjoyed, um, pulling his dick out in front of women?
So when one woman comes forward, it's like a dam breaking and all those who remained silent come forward now, emboldened by the previous ones. This can take 10,20,30+ years after the attack. I'm not sure what the catalyst is. Perhaps the Weinstein case empowered the Louis CK victims? I don't know. I'll leave that to the sociologists and psychologists to figure out.
