You could run a rogue network over current infrastructure, and everyone you named would need a good few months of playing catch up to even attempt blocking it... but fuck, even if shit hit the fan for real, you could TCP/UDP over AM/FM radio (did a PoC on that in high school, lol)... it was slow, but in a doomsday scenario, more than enough to keep messaging services running.
The moment internet as we know it goes to the shitter (beyond the shitter it already is in some countries), it'll be replaced with something more resilient.

Although multiple SPACE Ventures for Satellite ISP service have failed and those were backed by Mega Billionaires like Gates -
Multiple new Billionaires are backing multiple Mega Satellite systems and other than Gov spectrum approval is necessary the digging up on streets ends up not a city state issue.

One does not start all from scratch - One simply leases Fiber in place by say Century link/Level 3/ as of YESTERDAY!
And it is best to design so as to assume the old system does not even exist which means even new browsers and HTTP? Like best to design a new standard so hacking is thought of in advance and not patched to fix a bad design in the first place
