When you fund an organization you're implicitly endorsing what they do.
The president of Latino Victory, Alex Christobal, previously worked at Soros' Open Society Foundation. The vice-president, Sara J. Le Brusq, worked for Soros directly.

The NYT article you link says Soros will donate $5 million to the Immigrant Voters Win PAC, not the Latino Victory PAC. Soros is listed as donating $3 million to the Immigrant Voters Win PAC in March of 2016. Soros is not listed as donating to Latino Victory at all.
Soros has worked with the people at Latino Victory, but that isn't surprising as mobilizing minority voters is a cause he believes in supporting.
Mentioning Soros in the OP really comes off as half-researched conspiracy babble.

I found the article poorly written. I had to re-read it twice.

For Mr. Soros, who will contribute $5 million to the super PAC
so where's the other $10 million? Or is the $10 million from the other liberal donors and Soros's share is $5 million?
Further down in the article it says
“This is really taking the gloves off,” said Cristóbal Alex, the president of the Latino Victory Project, one of several national pro-immigration or Hispanic-oriented groups working with the super [Immigrant Voters Win] PAC.
So Soros donated $5 million to Immigrant Voters Win, and Latino Victory Project is one of the groups "working with" Immigrant Voters Win. Working with is ambiguous. Obviously they're both working towards increasing Hispanic political power. Does "working with" mean they're sharing money? Or just have common goals? What?

It's terrible. "Working with" could mean anything from "we share a common purpose" to "Immigrant Voters Win is a funnel straight into Latino Victory Project's bank account". Given the fact that Latino Victory Project's president and vice president formerly worked for Soros and a Soros-funded PAC is "working with" LVP, I would be surprised if there was any meaningful disagreement between Soros and the LVP.
The NYT article is ambiguous enough that I could see how someone would think some of Soros's money ended up in the LVP. Granted, $5 million is pocket change for Soros and pretty insignificant on the whole. Soros's $5 million (even if every cent went to the LVP) isn't going to change much.
Thinking about this, I think the reason Soros has money invested in so many different advocacy groups is he understands the importance of diversification. Stock picking is for chumps. So is PAC-picking. As a financier Soros gets this. Maybe LVP doesn't go anywhere. But he only invested like .0000001% of his net worth in LVP. By investing in like a million different PACs and advocacy groups he can reduce volatility in his philanthropy.
The way to carry this down to us 99%-ers would be for someone to set up an advocacy "mutual fund" that does what Soros does - diversified giving. You (and millions of others) contribute monthly and they spread the money around a ton of groups advocating for something - global warming or famine relief or whatever. The fund takes a few percent off the top to manage its costs and whatnot but the rest goes to diversified advocacy.
