After a system restore, messing with the hdmi cords and moving shit, he cant get the lines off his computer screen and the video card broke. When he tries to screen shot it, it doesnt work. HalpplzPic related; its a picture of the screen I took

windows explorer keeps crashing too. He said he is going to update the drivers, if that does nothing; a clean reinstall of everything. But...it happens even at bootup.

The red lines look like an HDMI problem. Have you tried it with another monitor/display? Maybe a driver/HDMI support issue?
Something you might try when you get a chance:
turn computer off
unplug the display from the computer
turn computer on
wait until Windows starts to load
plug display into computer
hope for a clear image after display detection
Might help, might not, depending on where the problem is.

Unless system restore rolled back your drivers, then its your HDMI cables. System restore sucks, I turn that shit off and do a full ISO once in awhile. Full ISO backed up on another drive or partition and you're good to go. Fuck system restore.
