It's changing incentives and the way people feel about motorcycle accidents. Yeah maybe you got dusted up a bit safely buckled in and ensconced in your 6,000lb SUV with 18 airbags when a 19 year old t-bones you on a subsidized Ducati but, on the other hand, some kid with a rare liver disease gets a new lease on life.
