Well. Since windows was being retarded and barely working.
And I couldn't open the Windows Recovery Environment to fix it. So I installed linux.
I ran linux, and it gave me a list of 4 operating systems to choose from. One of them being windows Recovery Environment. So I opened it, and restored the OS to its defaults, and backed up my important files.
