Not a Canadian lawyer but my understanding of the Google translated page is that because they are signatories to the UN refugee treaty of 1951, every refugee entry into Canada is lawful to begin with. If you show up and claim you are seeking refugee status you are protected by international law. Canada can't just kick you out. It must first process your application (you might be legally required to submit one, not sure) and then it can decide whether your grounds for staying are legitimate or not.
For what it's worth the US is also a signatory of this treaty. I'm not exactly sure how we implement it, especially now under Trump but during Obama if you showed up and said "we are political refugees", even if you clearly weren't, you were essentially told to show up in immigration court and then sent out into the US. Shockingly almost no one ever showed up at those court hearings.
