Wouldn't it be great if there was a safe space for everything?

Wanna kill someone? Go to Arizona. Wanna fuck a dog? Go to Washington!

The only problem I see is that we would need to chop up the states a bit more so there would be enough different safe spaces for everything you could want to do... 50 isn't going to cut it.
