I don't think it is just unrefined cocaine. It is cheaper and stronger than crack, so it looks like a new method of producing the drug. If this was something they could have done all along they would have. Apparently is spreading to other countries already. It's definitely new.

They still have to get to where I am hanging, and there is a metal plate welded to the Crane's arm about half way.

Only issue is fuel to lower myself down onto neighboring houses.
A ferry might work as well or better; lots of flat space for visitors and gardening.

Just because something is used in synthesis doesn't make it an ingredient, or that the drug is necessarily as poisonous as it.
For example, Lye is used to make DMT, but DMT isn't toxic at the doses people take.
I can't say anything about this drug, but the chemicals needed for synthesis doesn't say much to it's toxicity.
