That way when the plains flood, your house can simply stand higher than the water.
When the water recedes, your're house is still there, just climb down the ladder and walk to the liquor store.
It's probably cheaper than FEMA insurance in the long run and opens up more floodplains for development.(Edited 54 seconds later.)

Have you ever been to beachhouses in North/South Carolina? Many are built on wooden stilts.
