That way when it floods your house just turns into a boat and you stay inside safe and dry. When the waters recede you just tow your house back to where it belongs and reconnect it to to water/power/etc.
It's probably cheaper than FEMA insurance in the long run and opens up more floodplains for development.

You can find some good prices on pressure treated gopherwood if you know where to look.
