Let's look at the evidence.
- He is always within a fifteen mile radius regardless of his method of transportation. This could simply mean that he parks his T.A.R.D.I.S. whenever he is outside of a fifteen mile radius that consumes fifteen minutes/hours/seconds of his time.
- His T.A.R.D.I.S. is stuck in the disguise of a cramped dingy hovel that he rents while on the inside is a luxurious mansion.
- He claims to have advise every known historical figure throughout human history and perhaps a few alien ones too.
- He claims to have invented everything in the universe while advising such figures.
- Already has a chosen moniker, Syntax.
- He tends to argue with his clones a lot, but what if those clones weren't clones and actually were different versions of himself that he is arguing with and doesn't know it. They wouldn't know it either.
Conclusion, Syntax is a time lord.
