Ok I think I will! You are basically paid for, for years as you go to needy countries and help people. It can be builing dams, feeding children, or almost anything. you do not get a salary, but you get room and board eveywhere. It is a way to see the world without joining the military.

I am against the USA federal government taking money from its citizens and giving them to various African governments. This is outside the constitution.
People such as you and I should be free to donate our money where we think it will be most effective. To be able to start our own charities, or help by going over there ourselves using our money, instead of the government taking our money and spending it how it wants.

Theoretically and thus legally: yes.
But I would probably practically ignore this.
If there was a huge bowl of rice with a sign that said DO NOT TOUCH and a starving beggar next to it, I would almost certainly give him some rice and accept the consequence of my action rather than let him die and be "good".
I could not really expand it past this stage though. I couldn't kill someone and take their money and give it to the poor.
Legally, though, we must follow logic, and not inconsistent emotions.
