As a foreigner, he could go on a tourist visa, but they are stricter now about foreigners who renew tourist visas endlessly and never leave. He would have to eventually prove that he has money and real tourism plans. The only other option is a work visa, and yes, he would have to work or else be deported. And not only is China "not that bad", but it is a wonderful place.
