Why not have the Italians go down to Libya and put Libya under Italian ownership and management? Like, make it a part of Italy with all laws, government, etc, being run from Italy.
That way no one (or at least a lot fewer people) has to be resettled and the Libyans can enjoy the benefits of Italian government without having to cross the Mediterranean.
The Italians have been running Libya off and on since 74 B.C. and they seem to have done a pretty good job of it.

This program of country "adoption" or mentoring could be expanded to other countries in Africa too. Like maybe Britain could help out Zimbabwe and Botswana, France could lend a hand to Senegal, Algeria, and Ivory Coast. Germany, Spain, Portugal, and Belgium could help too, take some troubled countries under their wing.

People in Africa want to live in Europe. There's 1.2 billion people in Africa. It's simply not physically possible to fit them all in Europe. So instead of trying to move them, why not just bring European countries to Africa?

It's not migrants from Liyba, it's migrants passing through Libya. They pass through Italy onto Germany, but they're not Italian. Well the news will say they're Libyan now, then Italian now, then German next. Middle Eastern people aren't black (Subsaharan African).
