This kind of has been building up since the 90's and perhaps even earlier. Political correctness might have helped it along which doesn't really make this groundbreaking, but The Curse of the Fatal Death might be responsible for planting the idea into people's heads unless that was Tom Baker with his comment during an interview about the Fifth Doctor. The show already established this several times that Time Lords can change genders, I think they can also change into something less human looking too but I'm not sure, so this is expected. This is probably why they got rid of Missy and Missy was great.
