Daytona Beach police did the same thing some years ago, but claimed someone was lacing weed with a poisonous substance that would kill you when smoked.
They offered free testing. Sadly, three idiots fell for it.

From what I have heard, it's not they purposefully lace drugs with such a poison, it's that they don't have particularly good standards of cleaning their drug-preparation equipment. They might do a batch of very potent opoid one day, and some other day when they do a batch of something entirely different, there's contamination from the dangerously potent opoid, for example.
