I actually would not endorse the execution of a woman for having an abortion..
but does it not make a shitton of sense to use contraceptives in advance of sex if one does not wish to produce a child..
my issue is that people frivolously disregard doing so...and conception happens...and then a BABY is the result..

I don't know. You can buy condoms from the store, cheap, with no age requirement. You do need a prescription for hormonal birth control, but once you have that it's available cheap generic from the pharmacy ($4/mo). Morning after pill is available over the counter to anyone.
I'm not sure what "restricted financially" means. You do have to pay for it, true, but it's pretty cheap compared to beer, cigarettes, junk food. Quick check of the Walmart website shows a 3 pack of Trojan for $2.17. Condoms with spermicide start at $6.47 a dozen. Obviously you get the better deal if you buy the bigger package but I think most sex-having people could swing $2.17. You can also buy spermicide itself for about $6 if you want that.
There are no legal restrictions stopping anyone at any age from buying condoms or spermicide. I think even the morning after pill/Plan B doesn't have any legal restrictions anymore.
