I thought this meant it never one hundred percent finished defragging, but it gives me the option to defrag again.

What does it mean when it says your hard drive has been defragged for 1%?

there's no reason to do it manually though. Windows 7 and up do it automatically.

It means a few files cannot be moved. Why are you trying to wear out your HD?
It is impossible for you to see any improvement in operation beyond 3% anyway.
