It doesn't make any sense! Especially because "ph" and "f" make the same sound in English.
Is it because they speak Tagalong? Maybe the ph/f thing makes sense in Tagalong?

Originally comes from Spanish - Islas Filipinas, named after Philip II. In Spanish, the English name Philip is spelled Felipe.
