Anyone who doesn't is close-minded classicist asshole and probably racist (and a pedophile). Chavs bring culture to the English world and are able to look at things from a unique perspective. Of course the 'upper' class doesn't like them; they'd prefer to ignore everything outside of their direct control--and no one can control the uniqueness of chav culture.
