i really don't think so. they're not selling your interior design, they're selling the empty house.
even if the paint is all fucked up that's not much of an issue because it's an easy fix. stuff like improperly sealed double-glazed windows (so that there's moisture in between the two panes fucking shit up) etc. will bring down the value though.
