People should pay for driving by use. Why should someone who doesnt drive be taxed for roads the same amount as someone who is constantly driving. In our current highway system the biggest problems are paying the least per mile used.
This would also encourage alternative transportation which would have a positive environmental impact.

Because it takes Billions - Trillion dollars to provide the infrastructure for roads bridges etc.
Today OP is not driving. Next month OP may finally get a job and need to drive. Will require the Trillion dollar infrastructure and it will be there for him.

Around here if a Mall needs roadway access they often agree to pay for that b4 they get a development permit.
Bottom line is - Pubic access is expensive if Pubic needs to travel and all of Pubic needs to cover Pubic needs.

100% agree.
Problem is the Pubic may get a phone call from distant relative saying hey come on over for dinner. You decide to accept the invite. Road will be there for your use. You cannot forecast where you need to be next week.
It is a lot like you decide to say. Pubic sewage system Should be on the pay as you go basis. You might have a low fiber diet and flush less often. So you decide the Sewage system should be privatized and paid on a toll basis. You can see how quickly this fails cause your Doc tells you death will becum you unless you change your diet. Yet you were only paying for less and now you need more but the more won't be there cause they did not build enough for your new need.
