IPv4 addresses are being phased out because there aren't enough. Each internet-connected device needs an IP address, and so if they run out, no new devices can be connected. This is why everyone will eventually use IPv6 (more addresses).
In the XKCD comic the grey goo nanobots just ran out of IPs and can't allow any more nanobots to conect to thier "hivemind" and function. The joke is that they should have migrated over to to the next internet protocol.

I remember reading about a prototype Tv that was so thin it was invisible if viewed from the side. Maybe it used this.
