He is asking to borrow money from them so he can pay fees for a mandated court hearing and then revealed that he was drunk a few seconds afterward triggering them to ask where the money for the hooch came from. It looks like he might actually be leaving Tinychan, for four months, for good this time. I guess sitting in jail is better than being homeless.

I dunno, in his case it might be better for him. He'd be forced to quit drinking and wouldn't have to worry about finding food, shelter, etc.
