the government enforces the structure of driving courses so yeah everyone has to do it. it's your fifth practical driving lesson.

it is mandatory to take a course at a driving school before you can get your (learner's and then probational) license. there are 12 theoretical lessons interspersed with 12 or 14 practical driving lessons. the government has designed and enforces the structure of the course, which takes 1 full calendar year to complete so that you have to learn how to drive in all weather conditions.
