I'm trying to build a perfect nation, on a island. But I'm triggered because I share the island with some asshole dicktator living in some slum called Babylon. I want to make his two cities mine but I don't have the military for it. If I do focus on getting the personnel needed for the job, i could fall behind in science and culture, my people need their granaries.

Okay. Here's what you do. War with them but starve them out and use defensive tactics to destroy their units. Pillage their land to slow production and also gain a gold boost then hang back with archers to kill their units.

Counting only third world countries, DPRK easily tops the rankings on HDI, literacy, healthcare coverage, and life expectancy.
The people living beneath a dollar a day is also the lowest, even if the income spread is more homogenous. It probably has the fastest growing middle class too, seeing as the donju didn't exist before 2011.
There isn't a single nation in continental Niggeria where the demographic is both predominantly black AND on average lives until 73 years.

This is the best tip for dealing with an asshole at your main border.
Basically those kinds of people think with their dick. So in order to get power over him, first you have to let him fuck you in the ass. But you can't just be any buttbitch, you have to be exceptional.
So give him amazing deals on trades, make friends with him, do everything he demands of you, don't settle on his border, don't have troops nearby. Build as many workers as you can support with what you have
As soon as you can, get an open borders treaty. Send all your workers into his nation and start building roads, everywhere you can.
Civ V charges a Civ for road maintenance, and even though your Civ built them, his Civ pays for them.
You should begin to see his military shrinking as he is unable to pay his troops.
Start to build up your troops. Eventually you should be militarily more powerful than him and he will lose his trust of you.
Now you need to provoke him to declare war, or declare war on him
Go and fuck him up then take over his country and delete all the fucking roads.
Done

In Pyongyang and the four other major economic hub cities, GNPPC exceeds the average for that in the former Soviet bloc taken as an aggregate. It has maintained a higher milirary spending to GNP ratio than the former USSR without collapsing (part of this is an inherent ideological feature of the system in which economic activity at large depends on a well fed MIC, since they're tasked with most if not all major infrastructure projects, a feature unique to Juche-songun). I don't see where it has supposedly failed so "unsuccessfully".
