@OPWe couldn't do that without taking main systems offline and re-routing the EPS feeds through the dilithium matrix in the backup deflector systems. We would have to shut down all critical systems on decks 16 through 25 and reinforce over 200 plasma conduits just to handle to the power requirements, and there's still no guarantee the computer could handle the warp compensation matrix calculations necessary to emit that kind of power.

interestingly in star trek lore there was a world war 3. it may have started as early as the 2020s, but it probably was a bit later in the 2050s. "neo-nazi" fascist movements were on the rise all over the world and came into power in europe and oceania. eventually there was all out nuclear war and almost a billion people died. the united states government was basically decapitated and forced to rebuild along with a "new united nations" kinda thing and it marked the end of the old USA and the beginning of the United Earth government which formed in the 22nd century.
also interestingly in true fascist style the "Optimum Government" as the "neo-nazis" called themselves was a complete and total blend of corporate power and government control.
basically a fascist government oligarchy of powerful corporations installed puppet leaders all over the world and eventually the people of all the nations rose up to depose them and the corporate fascists nuked everyone out of spite but it wasn't enough, the free people of the world united with common purpose to defeat the wealthy and powerful fascist oligarchy and their storm troopers and all of their puppet leaders were tried for war crimes and executed.
it was right towards the end of that first contact was made with vulcans, and that did help compel all nations to cooperate and form a liberal egalitarian society unified with the purpose of joining a vastly larger and more technologically sophisticated society.

Roddenberry was actually a lieutenant systems engineer born in the 24th century named Vegitar Brocolli. He was accidentally sent back to the 1960s due to some stray chronitons in the Heisenberg compensator systems during transport.
