There are evil people who do very evil unimaginable things without regret or remorse. Monsters are more than that, some kind of elusive quality or thing makes someone a monster. But what?(Edited 33 seconds later.)

A very good question indeed. I believe its the act of evil with knowledge and not attributed to other cause. A nigger in the hood killing gangbanging might be considered evil, but looking on how he was brought up, we'd understand.
Joffrey from got might be considered evil. But maybe he have a mental illness?
Its hard to say if a person evil or not. An act might be evil, but to point to a person... i dont know.
