I consult for two of the prime suppliers of Satellite TV. I also live close to the USA Mexico border. I notice that each of the companies employ a large number of people dedicated to finding people who steal the services. One interesting observation. In the border areas of Arizona, Texas & Calif, little attention is paid to thefts across the border. I being careful here because they are clients. In my opinion "only" they go after those with incomes, and those without are left alone.
The one key exception is, ever 6 to 9 months a new version of the encryption card is made and installed in units for sale as say Costco in San Diego, which means that those with the older units will rush to Costco and best buy's etc and buy the brand new units in total. So at least some income is made from the thieves (people to pour to pay for it anyway)
