The US Federal Government has some weird thing where hispanic counts as white in some instances. I ran into this same thing while filling out human subjects data for NIH supported research. I have no idea if or how it applies to the census, but that may be why hispanic doesn't appear here as an option.

esp cause there have been some instances where it's apparent hispanic people are considered separate from white people (ex: any illegal immigrant argument ever) so that must fuck up numbers

I've never heard an good explanation for why it applies in some cases but not others. My guess is that different federal agencies just have different internal standards and practices.

oh i'm absolutely sure that's true
this would've been applied after relevant agencies were created, so each one most likely came up with its own system when the issue came up, leading to weird discrepancies like this. not sure how they deal with records that apply between agencies.
