That is why I said it is partly socialist. The number of services provided by the government determines just how socialist a country is. Also, socialism and private ownership of trade and industry are not mutually exclusive. In my town, you can choose the government-owned internet service (fiber, fastest) or pay for your own from a private company (no fiber, slower). That is both socialism and private market.
