The 47-second cell phone video is mostly silent, yet produced an audible gasp from those that have seen the video.
The video starts with a man, who very much resembles Vladimir Putin, taking a video selfie and then he quickly pans down to his crotch. He then proceeds to unzip his pants and pull out his "member". After a second or so a steady stream of yellow flows from his unit.
It is then that we hear what is obviously an older man trying to giggle like a girl. The camera pans down slightly and we now see the target of the urine--the hands of an old man, but with girly nail polish. The camera begins to pan over towards the old man when we hear him shriek "Yes, Pootie. Piss all over my girly hands. My girly hands, Pootie."
As the old man finally fills the frame we see his face for the first time, and it looks remarkably similar to a certain TV game show host. The old man lets out a girlish giggle and then rubs his piss-hands all over his face. He then queries "Oh Pootie, Pootie, Pootie. What are we gonna do?" before letting out another giggle. He then realizes that he is being filmed and stops speaking.
The video continues on for another half minute with very little action and no speaking.
Initial responses around the Hill have been utter disbelief.
