A lot of phones use proxies. Proxies can be used to easily spam and evade bans. The solution is you can access the site from your phone, but not create an account. So all you have to do is create an account from a computer not using a proxy, then log into that account on your phone. It's not difficult and it's better than the admins letting people create accounts from proxies because some people are annoyed by this.

Read. You are in fact using a proxy because your ISP puts it between your phone and the web for whatever reason. Just restore the UID you're currently using to your phone and problem solved (Stuff->Dashboard->Memorable info)
