I do believe that those clowns were just people dressing up as pranks for Halloween and having some fun, based on the fact that it occured around Halloween and it was a story that would be picked up by the news and spread because it fit people's interest at the time.
The fact that it disapeared and stopped occuring after Halloween suggests that people decided that Thanksgiving or Christmas wouldn't be an appropriate time to dress up as a clown for reasons that I don't exactly understand.
