You want a Xatu for the synchronize ability due to their ability to fly, otherwise you will need an Alakazam and a pokemon that can fly. Xatu does both.

In Gen VII they did away with HMs basically. You can fly/surf/whatever without needing a particular pokemon in your party. It's much better.
