Xenophobia is the dislike of cultural foreigners coming in. Racism is the fear of specific races.
A British xenophobe might have no problem with a brown person who had assimilated into British culture, but would have a problem with a foreigner coming in who had a very different culture and didn't really want to assimilate.
It's an important distinction. Just blanket labelling it all as racism obscures actual motivations.

One is a hatred of races (black, asian, ect), the other is a dislike of other cultures. I mean, you could hardly describe the issue some Brits have with Polish people as racism, as Polish people aren't a race. The issue there is explicitly the culture.
Obviously there's a lot of overlap between the two groups, but saying they're the same thing is oversimplifying.

I saw an article mentioning how some leave voters who went to a Polish cafe assured the owner that their vote "wasn't personal", and was impressed. I also spoke with a fellow student not long ago who had voted leave, but had done so somewhat reluctantly and was still generally to the left.

Of course, thinking in absolutes on this type of thing is rarely accurate. These things run on a spectrum. But equally, I think it's still worth pointing out the legitimate and real xenophobia is on the rise in politics. It's very much being harnessed. When Farage can unveil that breaking point poster or Trump can say the things he says about Mexicans but they still win, it indicates that people are accepting of, if not actively in favour of something beyond just neutral criticism of immigration.
I already know leave had fairly wide cross-party support, not sure I said anything to deny that. Corbyn, though, was bloody weird during the referendum. He said on Twitter that he voted remain, but his personal team seemed to sabotage Labour's In campaign at every turn.
