Oh, so it's not that is requires ID after all, but more generally material with name and address, however that leaves homeless bums who are conscious enough to vote in bit of a quandry unless they pay people to find them and tattoo ID on their foreheads under the BUM FIGHTS logo
also are there towns without home delivery of mail so that many people have only material with name and Post Box number

You don't need a specific voting ID. It seems that they accept aything recognised as a valid form of ID in the UK, such as a driving license, passport or utility bill.

well from the experience of other countrires, there are people for whatever reason of disability or fuckupedness don't have that and therefore would need a general ID -- they need to figure out if they want people who tend to not have spare cash are going to have to pay for that

Yes, that's the trade-off. Some people won't easily be able to get a form of ID. Namely, poor and disadvantaged people.
Though, considering they've found evidence of electoral fraud going on, maybe it's an acceptable trade-off.
