The Ukraine has always been part of USSRussia. It is the jewel in their crown and some of their most fertile land. Possibly their only sea port that doesn't freeze up. Ukraine is part of USSRussia more than Hawaii is part of USAmerica.
And no one trusts anything the CIA says any more than they trust what Putin says. If it was even remotely possible something could be pinned on ISIS it would be, because then the proxy war with USSRussia in Syria could be ramped up with troops on the ground.
