The article isn't arguing for Child Abuse to be treated leniently, they're arguing for treatment of people with pedophilia before they abuse. I agree with that opinion piece that there's a difference between pedophilia and child abusers, and although I find it reprehensible, there currently isn't any option for treatment for them.
The only way for a pedophile to receive treatment in the US is in the Criminal Justice System, which requires committing a crime, right now pedophilia is stigmatized too much that a lot of them actually can't receive treatment via conventional means (outpatient therapist) and there's no program for people who are pedophiles to get treatment in the US.
