A rough estimate is that the internet is 50000 TB or 50 Petabytes. That would take a long time of waiting in the library, which increases your time of getting caught.
Now, with shit such as CP or other illegal activities on the internet which are prone to be watched by the FBI and may have keyloggers which would track the activity of the device that you put the hypothetical internet on, then yes, they would be able to detect your piracy.

At the library then no, you probably wouldn't get caught. Public wifi is great for pirating. The main problem would be the downloading speed on Public Wifi, which is generally capped to prevent large downloads or pirating.
Now, in terms of every movie on the internet, I'm not a computer science expert so I'm unsure if you can hide a virus or a keylogger in an AVI or MP-4 video format, but if so, out of every 100 movies you download then at least 1 of those would be a a fake file.

Biggest chance you would get caught is if you're there all day, every day on a laptop or device and the library starts receiving a ton of copyright letters. Then they may put 2 and 2 together and ban you from the library.
