so, first thing you want to do is google your city ordinances on noise. unless you're in a metro area then suburbs and small towns usually accept noise complaints after 9 or 10pm. weeknights are usually the most strict as well. the ordinance would probably cover any out door music and "construction" noises which would probably cover the engine revving business. after you know exactly when police will bother to respond, don't hold back with the complaints. the minute the clock hits the magic number, call your non emergency police number and make a complaint. make a note of the time and date of the complaints.

second thing you want to do is try and determine if they rent, or own. if they rent, find the actual owner of the property and complain directly to them. feel free to reference any calls to the police you've made. if they own, just keep filing noise complaints with the police.

either one should put a stop to it if you remain a little persistent.

what you don't want to do is confront them. fuck confronting neighbors. don't do it. be nice, wave, say hello and all that, but don't try and reason with them or even complain to them. all that's likely to do is start a feud, then when you DO call the police on them they'll know it was you. just take the nuclear option and bring in the law or their landlords.

i spent an afternoon hitting golf balls against the side of my neighbors apartment once in retaliation. she slept during the day. i've had more than one run in with obnoxious neighbors. i threatened to come kick this one dudes ass if i heard his girlfriend scream again. they were for some reason fighting right outside their door and she was being super loud. i forgot exactly what was said, i might've actually just threatened to call the cops on them that time, but i like walked out there and got their attention, introduced myself and then leveled some kind of loud threat. they complied, and the next day the guy came down to apologize. didn't have any more issues with them after that.

my fav though was the girl i hit golf balls at, but a different time. it was like tuesday or something and they were sitting out on the patio right outside my window. smoking, talking, being loud, and it was like 3am. i really couldn't sleep because of them, and so finally i went outside in my boxers and lit a cigarette and then proceeded to tell the girl who was complaining about her boyfriend problems what MY opinion of it was and how I thought she should handle it. I also called her by her name. it was super creepy that i did knew all that, and they got the point real fast and went inside after i pointed out they were inches from my bedroom window.

i was like, "hey, what's up y'all."
"oh... hey..."
"so you're kelly, right? your boyfriend sounds like a jerk, you should totally do such and so."
and they were all like, "who are you?" and creeped out.
and i was all, "I'm the guy trying to sleep on the other side of that there window."
and they were like, "oh, sorry, sorry" and then went inside and i never heard a word out of them again. not even on a different night. fixed that problem right quick.

my best neighbor story goes way back. when i was at UT i was in a frat that was thrown off campus for being too awesome. nationals banned parties and booze at the house, and we were spot checked every weekend by our chapter adviser, an elderly chap who'd crash on the Chapter Room trundle bed. for a year we needed to move all happenings off campus. 8 of us, ex-officers from the previous year (the one that got us in trouble), got together and found a couple of houses next door to each other and rented them out to live in. it was perfect, it was 2 houses on one large property. we had neighbors on 2 sides, but no one behind us or across from us. the property was setup with a front house, and a back house with no connection between them. the back house was 100% hidden from the street and had its own very large back yard that had no way to be flanked. one border of the property was a warehouse wall. so the backyard was enclosed and wasn't visible from any side with all the shrubbery along the property lines.

the front house also had a little side backyard thing with its own fence, from the street it looked like 1 house with a back yard like the others next door. each house had 4 bedrooms. not huge houses, but sizeable enough with all the outdoor space.

we had a lot of parties. like a lot a lot. this was senior year for most folks on a 5 year plan, lol, so school was winding down and we were working jobs already. like bartender jobs though. not real jobs. jobs that got us drunk and good drug hook ups. we had people over daily, i mean it was open door. we didn't even lock it. i lived in the back house, and we just let people come and go. i had my bedroom and i'd lock it or whatever sometimes but i didn't own anything so i didn't care. i had money in there sometimes. but we just kept like a huge amount of pot sitting on the table and we always had people just in and out smoking and chilling. by 10 o'clock on any given night we could have 20 people over. everyone drinking, playing dominoes, rolling, being loud. whatever. in hindsight it was one very long party with luls during the day. that summer we basically had a rave that went on for a couple of months.

we had 2 neighbors. well, 2 houses, the one on our right was a 3rd year chick and her friend and their 2 boyfriends. they were cool, kinda freaky, one chick liked to shower with the blinds open. lots of tats, partied a lot themselves, appeared to use christmas lights throughout the house instead of regular lighting. kinda cool. found out later they didn't party with us because they thought we were over the top. they didn't mind us, never complained about us, might've actually been scared of us.

the other neighbor though was not cool. dude was anti-cool. he was an airline pilot and usually not around so we were mostly free from harassment, but when he was home he'd sometimes bitch. honestly, i can't blame the guy in the slightest, except he was a tremendous knob about it and we decided not to compromise with him. he came over and banged on the door one night, was a dick to who answered, he stepped inside uninvited and demanded we "shut it down" and screamed at a girl. we kicked him out and slammed the door on him.

about an hour later the cops came by, and this is the thing - i was sergeant at arms of our frat for 2 years. i knew city "party" ordinances like the back of my hand because i was always the one having to deal with the cops. so pretty much i told the police that we'd be happy to "shut it down" and comply with the city noise ordinance as soon as it was 1am since we were within Austin city limits. it was like 11:45. the cops were kinda dicks about it too, told us we all needed to go inside and i told them, no, we didn't, not till 1am when blah blah blah law kicks in or whatever. then i told the police that i wanted our neighbor informed that we wouldn't be tolerating any further trespassing inside of our property and that we felt that he was acting in a threatening manner when he barged in uninvited. we just asked to be left alone, and agreed to follow the law and we went in and literally turned the music up very loud.

austin is a great town, because so many businesses are established in the middle of neighborhoods. ordinances are very friendly to night life when you live 2 minutes from downtown. we were not in the "suburbs", austin is like a big suburb with a city growing in the middle of it.

so this went on and on and on, for a while. cops would drop by, we'd talk for a bit, they'd go away. at one o'clock, of course, just like at the frat house the music was dropped to a soft volume and we'd keep people from being too loud. unless it was a weekend and we had till 230AM to be compliant. we were always compliant when the police were called. a few people really found it annoying though, and hated having cops drop by all the time, so they'd retaliate. garbage in his yard, stupid shit. made our landlord really mad when HE started getting phone calls though. the garbage thing had to stop, immediately. and any kind of direct attack against the guy or his property was (people were pissing in his yard when they'd leave) stopped real quick, but the landlord couldn't evict us. he came by a lot and tried to get us on something, but we skated by. ultimately all he could really do was laugh when "lease renewal" time came, but we'd all already made other plans by then.

it all culminated one night during that summer. big party, 50 people, something like that. both houses rocking tbh, both yards + the front yard. probably around 9 o'clock. early, the music was loud, we were all getting trashed. half the people there were on their second day of rolling. it was glorious.

suddenly the front door burst open, and our douchbag neighbor came barging in. he started screaming at everyone and we could hardly hear him. he picked up a beer bottle and chunked it into the fireplace. everyone stood there just shocked except for my room mate (HS linebacker btw) who was right near the guy - he walked over and slugged the guy right in his mouth, grabbed him by his then noodly body and threw him into the grass outside. that was it, the dude left. cops came by a bit later, of course.

thing is, one of the girls was the one who called, because when he threw the bottle and it shattered one of the girls got a nice gash in her foot. ruined her shoes, hurt, and pissed her off. the guy had called the cops too, so when the cops got there there ended up being, like, an agreement made. the guy would leave us the fuck alone, and quit harassing us and the girl wouldn't press charges. lol.

moral of the story: know your city ordinances, don't fuck directly with your neighbors.

oooooh, yeah, and the last thing. this is important too. noise ordinances drop pretty early in the AM for construction purposes. in the austin ordinance it literally stated the arbitrary volume of a vacuum cleaner at the property line as being the threshold for acceptable noise volume between 1 and 6am for any noise. since construction needs to start early, the ordinance ends pretty early too. which means we could crank the music up as early as 6am. we did use that as a nuclear option to prove our point early on that he was being an exceptional dick. we had a lot of interactions with the guy, he was always rude, condescending and demanding.

so if you go to war with neighbors, consider learning the sousaphone on your driveway at 6am. the cops will just laugh if they're ever called.

i didn't escalate anything though. i just talked to the cops while i was super high and let them know we were aware of the city ordinances and whatnots. i made people be quiet after 1am and was relentless with turning the volume down. i had the least interaction with the guy too. i agreed we shouldn't compromise because of the way he continued to approach us, and so i made sure we stayed unharassed by police.

we just took the firm stance that we would absolutely abide by peace and quiet laws while those laws were in effect, and outside of that we wouldn't worry about it so much.

and i still believe that to this day, i'll tolerate an awful lot of excessive noise from neighbors, because it's usually temporary or at least permitted. even when it's not i give people a wide latitude with after-hours noise. screaming fight at 3am that's been going on for almost an hour outside in a courtyard of 16 people's bedroom windows? that's my limit with that one. but, verbal warning, no cops. no landlord. chicks sitting outside my window and chatting for hours on a weeknight? that's my limit, but again, well past any noise ordinance in dallas.

the hitting wiffleballs against her window all afternoon, that was pretty dick though.

My next door neighbor is a huge really huge acreage wise Church. Koi ponds and gardens are open with somewhat limited hours to full pubic.
Kinda odd Church and they pay hommage to Buddha Christ Mohammad - they cover all bases and about the only thing that may bother them is all the grilling I do with meat and they sorta are Vegetarians - Nice people who refrain from Alcohol however members have found their way to my back yard and usually will drink a wee bit and a few have partaken of Meat off the grill - I now do more Eggplant because that they will dive in for and pass the meat on by - No Egg plant and they do eat meat and the men will say don't tell my wife and the wives say the same thing as they chow down on hunk of Burnt Meat on outside and damn rare on inside

I just lived (and later worked) in a mostly freshman dorm through college. I am mostly immune to being disturbed by noise if I know where it's coming from.

Full moon and no moon and waves crashing are really LOUD. Off in the distance I can hear a train several times a day
Train tracks not far away so I can hear a train whistle if loud - I live rite off a famous Hwy 101 but the Freeway now takes 99% of that traffic away cause no stop signs or lites
