Maybe just stop giving him attention? Maybe he doesn't like you. Maybe he doesn't like your girlfriend. Maybe he doesn't like her being with someone. Maybe he just likes drama for drama's sake. If you feel the need to take some sort of legal action, then just do it. Don't threaten him with the possibility of it or tell him about it; just gather evidence, go file a report, and start the paper trail as soon as possible if you feel it is necessary.
Or you could call him up one night with a sob story about she cheated on you. Tell him that you know a way for both of you to get her back, and tell him he needs to meet you that night outside wherever. Wait until he shows up, surprise him, and then beat him to death with something blunt and heavy.
