No, because the political parties are made up of the citizens themselves. It's like you got Protestants and Catholics and they will be damned if they make a switch. Some do, but not much. You will have to work to making it a socially despicable thing to belong a political party before people break free. Like the Songbun of North Korea, that membership way of life is very solidly in place though.
