All indications would suggest the opposite. Probably aromataze over-activity. Estrogen would consequently downregulate testosterone at the level of the pituitary feedback loop.

Either they take hormones without taking an androgen blocker due to being stupid, since estridol, which is taken during HRT, is also the hormone which is responsible for masculizition of the brain in males.
I have an Adam's apple which isn't all that noticible, so it may depend on the original bodyweight of the person originally undergoing HRT with larger people having a bigger Adams apple.
Also, people tend to perceive things that don't belong, so the Adams apple while mat be the same size in a transgender woman than a male, your brain perceives it as being bigger.
