The only possible mathematical explanation is that politicians kill one patient for each one that it saves, thus making the effective success rate balance out at zero. And that is, in fact, actually believable, given just how bad the so-called "treatment program" really is, and how high the Chinese failure rate and the Chinese death rate really are.
